North Eastern Hills Settlement Pattern Plan
The Western Australian Planning Commission, in conjunction with the Minister for Planning and Infrastructure and the Department for Planning and Infrastructure (DPI), held a series of consultation workshops with North Eastern Hills residents in 2000, based on a series of planning studies undertaken by the relevant departments. From these consultations and studies, the North Eastern Hills Settlement Pattern Plan (NEHSPP) was prepared, being formally adopted by the Commission in April 2002.
This planning process fell under the State Planning Strategy which was adopted by the Commission in 1997 and identified that Perth’s population would increase to 2 million residents by 2029.
The State Planning Strategy envisaged that the North Eastern Hills area would accommodate some of this growth. Consequently, the NEHSPP identified there would be increasing pressure within the North Eastern Hills for more intense subdivision and development and that in fact the area would grow from 15,000 to 26,000 persons by 2026.
Gidgegannup is specifically identified within the NEHSPP as forming an integral role in the controlled release of land within the hills area to facilitate such growth.
Gidgegannup is one of the three existing townsites in the North East Hills identified by the NEHSPP for expansion. The other two are Parkerville and Stoneville, both of which have already been rezoned to Urban Deferred under the Metropolitan Region Scheme. The expansion of Gidgegannup fulfils this part of the NEHSPP strategy.
The NEHSPP also identifies an opportunity to establish two new townsites - O’Brien and Mayo – located to the west and east of Gidgegannup respectively. The O’Brien and Mayo townsites will only be developed once critical population thresholds in Gidgegannup are reached.
As Minister MacTiernan (Minister for Planning and Infrastructure) stated in the introduction to the NEHSPP:
“Some concern has been expressed regarding development in the North Eastern Hills but maintaining the status quo is not an option that equates with a “no growth” or “no change approach”.
“Sound and proper planning is essential to ensure that this growth occurs in the best manner possible. The North Eastern Hills Settlement Pattern Plan provides an excellent foundation for the preparation of a district structure plan for this area.”
The NEHSPP identified a number of considerations for development including:
- Biodiversity within the area and conservation areas
- Provision of scheme water and waste water services
- Energy services
- Telecommunication services
- Agricultural land use
- Preservation of the “hills lifestyle” while providing a range of lot sizes and development options
- Road transport
- Public transport
- Employment opportunities
It is the NEHSPP that Port Bouvard Ltd is now building upon for the creation of a structure plan for the Gidgegannup Village and surrounding area.
